The episode follows Section 20 as they attempt to locate Elwood and the nuclear device. They enlist the help of a former CIA agent, who is familiar with Elwoods methods. With his help, they are able to track Elwood to a remote village in the Middle East.

Once there, Section 20 discovers that Elwood has been using the village as a base of operations. He has been using the villagers as human shields, and has been using the nuclear device to threaten them into submission.

Section 20 is able to locate Elwood and the nuclear device, but they are unable to apprehend him. Elwood escapes with the device, leaving Section 20 to pursue him. In the end, Section 20 is able to track Elwood down and apprehend him, but not before he is able to detonate the nuclear device, causing massive destruction.

The episode ends with Section 20 reflecting on the tragedy of Elwoods actions, and the importance of their mission to protect the world from such threats.
